Description
We are seeking a strategic, relationship-driven Business Development Manager with proven experience in developmental services, residential care, or child welfare sectors to lead growth initiatives and secure new referral and service contracts.
This role is responsible for building and maintaining strong partnerships with Children’s Aid Societies (CAS), placement agencies, healthcare organizations, and community partners, while positioning the organization as a trusted, high-quality service provider.
The ideal candidate understands how placements actually happen—not just networking, but how to convert relationships into consistent referrals and contracts.
Key Responsibilities
Business Development & Growth
- Identify, pursue, and secure new referral pathways, contracts, and funding opportunities
- Develop and execute a targeted outreach strategy to CAS agencies, developmental service organizations, and healthcare partners
- Actively track and manage a pipeline of leads, referrals, and conversion outcomes
- Increase occupancy rates and service utilization across programs
Relationship Management
- Build and maintain strong relationships with:
- Children’s Aid Societies (CAS)
- Developmental service agencies
- Ontario Health / Home and Community Care partners
- Hospitals, schools, and community organizations
- Serve as the primary point of contact for referral partners
- Conduct regular check-ins to ensure satisfaction and identify new opportunities
Proposal & Contract Development
- Lead the preparation of proposals, RFx submissions, and service agreements
- Align service offerings with funding priorities and regulatory requirements
- Collaborate with leadership to develop competitive pricing and service models
Market Intelligence & Strategy
- Monitor industry trends, funding streams, and policy changes (e.g., MCCSS, CYFSA, Ontario Health)
- Identify gaps in the system and position the organization to fill high-demand service areas
- Provide strategic recommendations to leadership on program expansion and positioning
Brand Positioning & Representation
- Represent the organization at networking events, sector meetings, and conferences
- Deliver clear, compelling presentations of services to stakeholders
- Strengthen the organization’s reputation as a reliable, responsive, and high-quality provider
Internal Collaboration
- Work closely with operations to ensure service readiness and alignment with commitments
- Provide feedback from partners to improve service delivery
- Support the development of marketing materials, pitch decks, and one-pagers
Working Conditions
- Combination of remote work and in-person meetings across Ontario
- Flexible hours with occasional evenings or travel for networking/events

Salary
Base: $50,000
Per placement bonus: $500–$1,500 (depending on complexity)
OTE target: $80K–$110K
Skills Required
Qualifications
• Minimum 3–5 years of business development experience in:
o Developmental services
o Child welfare / group home settings
o Healthcare or community services
• Demonstrated success in securing contracts, referrals, or partnerships
• Strong understanding of:
o CAS systems and placement processes
o Developmental services sector in Ontario
o Funding and regulatory frameworks (MCCSS, CYFSA, Ontario Health)
• Excellent communication, negotiation, and presentation skills
• Experience with RFx processes, proposals, and stakeholder engagement
